| 摘 要： | 改革开放以来,我国开发区经济建设取得了令人瞩目的成绩。但伴随着改革开放和开发区经济建设的快速发展,土地对其制约瓶颈作用越来越明显。文章在认真分析我国开发区土地利用和管理的特点、现状的基础上,对我国开发区经济存在的土地管理制度宏观失调、规模集聚效应不明显等问题进行剖析,进而从科学评价开发区土地资源、推进管理制度创新、提高土地集约利用水平与整体效益、加快开发区科学发展等方面提出相关的对策建议。

| Abstract: | Since reform and opening-up,China′s economic construction in the development zone has achieved remarkably.But with the reform and opening-up and the rapid development of economic construction in the development zone,land problems have become constraining bottleneck against the economic growth.Based on analysis of the status of land use and management in the development zone,the macro disorders and the deficiency of scale conglomeration in the land management system are elaborated.Accordingly the countermeasures are proposed in terms of scientific evaluation of land resources,promoting management system innovation,improving the level of land intensive use and integral benefit,accelerating scientific development of the zone. |
