| 摘 要： | 人多地少、耕地资源紧缺是福建省基本省情之一。在今后相当长的时期内,耕地将是制约全省经济发展的一个重要因素。研究全省耕地占补平衡的历史和现状,分析耕地占补平衡的潜力及其制约因素,在此基础上,有针对性地建立耕地占补平衡保障机制,对建设海峡西岸经济区、保护耕地资源、保证经济可持续发展具有十分重要的意义。

| Abstract: | In Fujian province,one of the factors which restrict the economic development is land resources for the bigger population and the less cultivated land.It is necessary to establish cultivated land's occupancy and fill balance system based on the studies of the past and present conditions,prospect for application,and restrictions.The system is important for building the economic zone on the west side of the Straits,protecting land resources,and developing economy persistently. |
