社会主义新农村建设关键在于实现对 “三农”的社会保护

改革开放以来我国社会经济快速发展的同时已进入“风险社会”。相对于城市而言,缺乏社会保护机制的农业、农村和农民由于抗风险能力脆弱而陷于困境。出于对城乡社会稳定和安全形势的忧虑,社会开始反思改革开放以来农村社会问题发展的症结,并寄希望于建立和完善农村社会保障制度。文章试从风险社会视角认识农村社会发展困境,并从“社会整合”角度认识发展农村社会保障的社会价值基础,探讨社会主义新农村建设中的农村社会安全保障问题。

Crux to a New Socialist Countryside: To Install a Social Security Net for the "Three Rural Issues"

China has been becoming a "risk society" along with the rapid economic growth since China's economic reform.China's agriculture,countryside and peasants have been confronted with plight due to their vulnerability to risks and the absence of social security network.Out of worries of social instability and insecurity,the Chinese society is now reflecting on solutions to all these rural problems,pinning their hopes on establishing a social security system.This article exposes,from the perspective of social risks,the difficulties of rural social development,perceiving the value foundation of establishing rural social security system from the "social integration" viewpoint,discussing the implementation of rural social security under the context of building a new socialist countryside.
