双结构治理与国家政权建设——以粤北高村的治理实践为表达对象

国家政权建设的根本任务是实现国家与农民的对接,完成这一任务需要有社区接应的基础。共存于地方社会的社区治理和国家治理有各自的认同单位、组织结构、经济基础和治理任务,二者相互嵌入和改造生成了双结构治理模式。在这种模式下,农民的身份认同、公共品供给、社会生活保障等,同时具备了国家性和社区性。因此,双结构治理提供了这样一个通道,在国家治理社区化的过程中实现社区治理的国家化,使得国家政权建设能够有效地进入宗族社区。

Double Structure Governance and State Regime Construction——Based on the Governance Practices of Gao Village,North Guangdong Province

The basic task of state regime construction is to realize the connection between state and peasants through the community basis.Coexisting in the local society,community governance and state governance have their own identity unit,organizational structure,economic basis and governance tasks.Through reciprocal embedding and transforming,community governance and state governance are generated to double structure governance mode.In this mode,the peasants’ identity,public goods supplying and social life safeguard etc are national and community.Therefore,under the double structure governance,the community governance is nationalized when the state governance is communitied,making state regime construction can be effectively into clan community.
