农村环境侵权行为问题探究

农村环境侵权是影响城乡协调发展和农民权益保护的重要问题,目前尚未引起足够的重视。研究我国农村环境侵权行为的现状及特征,分析其产生的原因,完善农村环境法律、法规,调整国家公共政策、健全环保机构,建立多种形式的监管制度,完善农村环境宣传教育体系,建立农村环保组织与环境公益诉讼制度是问题解决的重要路径。

On the Encroachments Upon Rural Environment

Rural environment encroachment is a serous problem impacting farmers' interests and rights as well as the harmonious development between city and countryside.Currently,inadequate attention is paid to this.Various forms of encroachments and the causes of them are analyzed.Suggestions are made on what to improve in the legal framework and relevant government policies.They are essential ways to establish various forms of monitoring and supervision systems,to improve publicity/education system of rural environment protection,to set up environment protection groups and to found environment protection litigation system.
