温哥华与成都管理模式比较研究

21世纪以来,被称为当今世界最适宜人居城市之一的温哥华和被评为未来十年全球最具竞争力城市之一的成都取得了巨大的发展成就,究其原因,二者均着力于创新城市管理,除在管理体制、组织结构等方面各具地域特色外,且分别在探索适合自身发展的城市管理道路过程中,形成了特色鲜明的治理模式。通过对两个城市的管理比较研究表明,城市管理模式在以温哥华为代表的公民参与协调模式和以成都为代表的城乡统筹模式两者之间,绝不是简单的折衷,而是科学化管理必然走向人性化管理的演变途径,可以为探索世界现代化城市发展路径提供有益的借鉴。

A Comparative Study on Management Mode between Vancouver and Chengdu

Since the 21st century,great achievements have been made by Vancouver and Chengdu;the former is one of the most livable cities worldwide,and the latter is among the world’s most competitive cities in the next decade.Both cities focus on innovation in urban management;each has its unique management modes and organization structure.Both cities have formed their distinct features of management in the process of exploring proper ways for urban development.A comparative study on Vancouver and Chengdu reveals two urban management modes,namely,the mode of Citizen Participation and Coordination(Vancouver) and the mode of Coordinating Urban-Rural Development(Chengdu).The paper concludes that forming a proper mode of urban management is not simply to make a compromise,but it is an inevitable process of changing from scientific management to humanistic management,which may cast light on our effort to explore appropriate modes of development for modern cities.
