| 摘 要： | 北宋雍熙北伐失败以后，宋辽接着又进行了几次战争。宋太宗及群臣从战争的现实中逐步改变了对辽策略，终于从战略进攻完全转为战略防御，并采取了若干较为有效的防御措施。同时，又积极主动去谋求对辽和平。宋太宗对辽策略的重大转变，应予以充分肯定。本文在论述此观点的同时，亦意在纠正流行的对这一策略的否定看法。

| Abstract: | Aner the loss of northern expedition in Yong-Xi period, several battles had broken out again between Song and Liao. Song Tai Zong and his courtiers gradually altered their countermeasure against Liao. Finally, they changed their policy ho strategic attack to strategic defense. Moreover, they had taken some effective defense measures. Meanwhile, they also negotiated with Loao for peace actively. The gnat change of policy ought to be affirmed sufficiently. |
