| 摘 要： | 首先运用公共产品理论,对高等教育产品属性进行了定位:高等教育产品是具有正的外部效应的准公共产品。然后运用成本—收益理论分析了高等教育的有效供给问题,在此基础上提出了解决现行高等教育供给短缺的政策选择。 |

| Abstract: | Higher education is defined as quasi public goods which possess positive enternality.Effective supply of higher education is also analyzed with the theory of costing earning.In the end the paper puts forward some policy ways to solve the shortage of higher education. |
