关于建设关中次级经济区的思考

陕西关中地区无论从自然环境还是从社会经济发展水平看,都明显地有别于陕南和陕北,具有自己的特色,形成了一个完整的经济单元,是典型的次级经济区。大中城市密集,基础设施完善,科教力量雄厚等优势十分有利于关中次级经济区的发展;但科技力量布局失衡、制度创新缓慢、城市化不足等瓶颈又制约着它的发展。加快建设关中次级经济区的思路主要有:大力进行制度创新,突出特色,调整科技资源的布局等。

On Constructing Subeconomic Zone of the Central Shaanxi Plain

Regardless of the natural environment or socio-economic development stature,the Central Shaanxi Plain,with distinctive features,is obviously different from the South and North of Shaanxi Province.It has taken shape of a complete economic unit and a typical subeconomic zone.It is useful for the development of subeconomic zone,such as dense large & medium-sized cities,perfect infrastructure and strong scientific & technical force etc.However, unbalanced geographical distributions of scientific & technical force,slow-moving system innovation,inadequate citilization etc,and bottle-neck problems restrain its development.The way of thinking to accelerate the construction of the Central Shaanxi Plain is as follows: strengthening the system innovation,laying stress on distinctive features and adjusting the layout of scientific & technical resources.
