论全球化背景下生态安全的法律保护

生态安全问题是最突出的全球性问题之一,它作为生态平衡的一种状态,表现出与人类生存相关的生态环境和自然资源基础处于良好的状况或不遭受不可恢复性的破坏的状态。但在全球化背景下却产生了跨国界的资源竞争、工业污染、生态难民迁徙和生态恐怖主义等生态安全问题,对这些问题既要从国际环境法的角度加以解决,同时又要从国内环境法的角度加以防范。

Legal Protection Of Eco-Security Under The Background Of Globalization

Ecological security problem is one of the most significant global issues. Being a status of ecological balance,ecological security embodied the situation well integrated with the ecological environment related with human being existence & natural resources base and the status far from unrecoverable destruction.While under the globalization background,the ecological security problems were involved,such as the competition for natural resources across national boundaries,industrial pollution and ecological refugee migration across national boundaries,water resources,energy resources and ecological terrorism.Regarding the above issues,we should provide solutions from both the angle of International Environment Law and Civil Law.
