| 摘 要： | 占我国残疾人口75.04%的农村残疾人,长期以来,其家庭生活水平和生活质量明显落后于全国水平。农村残疾人事业和农村残疾人社会保障发展滞后。基于实现基本公共服务均等化这一目标,必须坚持重点保障与特殊扶助相结合,一般性制度安排与专项制度安排相结合的原则,将农村残疾人纳入覆盖城乡居民的社会保障体系并予以重点保障和特殊扶助,为农村残疾人改善弱势地位、实现"平等、参与、共享"的目标提供强有力的制度保证。
