| 摘 要： | 公共政策组织是全部公共政策活动的物质载体。新公共政策组织观是在吸取传统政治学组织理论和管理学组织理论的优点 ,克服它们缺点基础上形成的。它认为 ,公共政策组织是以有效制定和实施公共政策及实现公共管理和公共利益为目标 ,以公共权力关系为纽带 ,以领导和群众关系为基础的公共组织系统

| Abstract: | Public policy organizations are the bodies that carry out all public policy activities. New viewpoints on public policy organizations retains the merits of traditional organization theories in politics and management and eliminates their defects. In these viewpoints, public policy organizations are a public organization system,aiming at public administration and interests through formulating and carrying out public policies, linked by public power relationships and based on relationships between leaders and the masses. |
