西部经济发展与优化法制环境

发展西部经济关键在于营造一个良好的法制环境,而目前西部地区人们法制观念淡薄,地方立法滞后,执法效率低,以及不善于运用法律调整区域之间的矛盾与摩擦,制约了西部经济的发展。因此,应借鉴发达国家的经验,实行区域政策法律化,加强执法力度,优化投资环境,建立西部地区与东部地区公平竞争的法制环境。

The Economic Development and the Optimization of the Legal Environment of the Western Regions in China

To set up a satisfactory legal environment is the crux of the economic development of the western regions in China. At present, however, there are some blocks, such as the poor awareness of law,the lagged regional legislation,the ineffective enforcement of law, and the inadequacy in availing themselves of law to adjust the clash and friction among themselves.Considering all the problems above,we should adopt the experience of the developed countries to legalize the regional policy, strengthen the enactment of the law, optimize the investment environment, and establish the legal environment for a fair economic competition between the western regions and eastern regions in China.
