基于熵值法的高校科技创新能力评价

摘    要:从资源投入、研究成果、成果转化和技术交流4个方面构建高校科技创新能力评价指标体系,以部分“211”及省部共建的108所高校为研究样本,利用熵值法对该指标体系进行赋权,并对样本学校的科技创新能力进行评价。分析发现:资源投入和研究成果的产出是影响高校科技创新能力的关键因素;综合科研型院校以及部属院校高级创新能力较为突出;各高校科技创新能力稳步提升并呈现区域性差异。

Abstract:Scientific and technological innovation ability evaluation index system of colleges and universities is built from four aspects, including resource investment, research achievement, achievement transformation and technical exchange. Besides, based on the data from more than 110 universities which belongs to 211 or are built by provincial authorities, the weight system is summarized according to the entropy evaluation method and the scientific and technological innovation ability of the universities is evaluated. It is demonstrated that the resource investment and the output of research results are the key factors to influence the technological innovation ability of the universities, the advanced innovation ability for integrated colleges and universities and the affiliated colleges is more prominent, and the scientific and technological innovation ability of the universities is steadily increasing and regionally different from each other.
