我国农村劳动力流动机制及对策研究

探讨了我国形成农业剩余劳动力的原因以及制度、经济和人口等因素对农村劳动力转移的影响,提出我国要以加入WTO为契机,大力发展以中小企业为主体的劳动密集型产业,加快户籍制度改革和城市化进程的步伐,大力发展第三产业,实行严格的计划生育政策,以扭转劳动力转移的严峻形势,从而从根本上解决“三农”问题。

Study on the Mechanism and Countermeasures of Migration of Rural Labour Force

There have been a lot of surplus rural labors in China for a long time. This paper tries to reveal the reasons that bring about the surplus rural labors and discusses the relations between the factors of social system, economic development and population, etc. and the migration of rural labors. It is concluded that only taking full advantage of this opportunity when China has been a member of WTO to develop the third industries and small-and-middle sized labor intensive enterprises, quicken the reformation of census register system, accelerate the process of urbanization and practice the strict policy of planned birth, can China overcome the difficulties of rural labor migrations and root out the problems with regard to "Agriculture, Peasant, Rural Area".
