| 摘 要： | 循环经济是一种生态经济,是在可持续发展思想指导下,按照清洁生产的方式对能源及其废弃物实行综合利用的生产活动过程。循环经济的立法目的主要在于节约资源,提高资源利用率;减少污染物的排放,保护环境;提高生产效率,促进经济和社会的可持续发展。伴随着循环经济理念的建立,应更加关注循环经济立法的研究。循环经济立法当属经济法体系。

| Abstract: | Circular economy is a process of productive activity which utilizes energy and its waste comprehensively guided by the thought of sustainable development and according to the way of clean production.The purpose of circulating economy legislation mainly lies in saving resources to improve the rate of utility of resources,cutting down the discharge of pollution to protect environment,raising production efficiency to accelerate economy development and the sustainable development of the society.With the establishment of circulating economic principle,more attention should be focused on economy legislation. The legislation of circular economy belongs to economic law system. |
