论《春秋穀梁传》的农业经济思想

《春秋穀梁传》的农业经济思想的本质是在维护君权前提之下的具有某些民本主义色彩的富民、裕民的农业经济思想。《春秋穀梁传》的农业经济思想的核心是以政治和道德干预农业经济,特别是干预最重要的生产资料——土地的占有,以政治和道德干预水资源的使用。《春秋穀梁传》在粮食储备问题上具有深深的危机感。一个国家要储备九年以上的粮食,具有特别重要的意义。《春秋穀梁传》对于农业生产非常重视,是把农业生产当作关乎国计民生的大事来对待的。特别强调不使百姓财尽,要使百姓小有余钱。制民之产的富民、裕民思想是《春秋穀梁传》重要的农业经济思想。士民、商民、农民、工民通过交换关系共同构成一个和谐社会,和谐发展,各得其所。《春秋穀梁传》提出应该实行税什一的税收制度,减轻赋敛,以便促进农业经济发展。
