电子政务建设对我国政府职能转变的影响和需求

基于为政府改革服务之目的,本文从行政管理理论和信息技术应用的视角,研究电子政务建设对我国政府职能转变的影响和需求,目的使政府提高对电子政务建设作用的认识,重视利用电子政务建设与政府职能转变之间的依赖关系与互动作用,明确科学、合理、渐进地规划和安排电子政务建设的内容,会有助于促进政府职能转变;理解积极、主动、自觉地转变政府职能是为电子政务建设提供适宜环境和基础条件,从而帮助政府打破传统官僚体制和管理模式的束缚,转变政府职能,向建立与信息社会相适应的管理体制和运行机制的方向努力。

Influences and Requirements of E-government Affairs' Building upon Our National Governmental Functions' Transforming

For serving the government's reform, the article studies influences and requirements of E government affairs' building upon our national governmental functions' transforming on the basis of administration theory and information technology, in order to make the government improve under standing of E-government affairs' building,play emphasis on utilizing the reciprocal effect between the both,know that not only planning and arranging the contents of E-government affairs' building gradu ally and scientifically will promote governmental functions' transforming but also transforming the government functions consciously and positively will offer suitable environment and basic condition for E-government affairs' building, which will help the government to break the constraint of traditional bureaucracy and management mode, to transform governmental functions, and to lead to setting up a new management system and operating mechanism.
