我国遭受绿色贸易壁垒的原因及对策

绿色贸易壁垒是发达国家贸易保护主义者利用环境保护浪潮滥用环境保护条约、法律和规则的产物.它以其过高的技术标准、繁杂的检验检疫程序和各种环境标志、认证体系阻碍着发展中国家产品的市场准入,严重损害了发展中国家的利益,违背了WTO规则,影响了贸易自由化进程.作为发展中国家,我国要积极应对绿色贸易壁垒,一方面要充分利用GATT/WTO规则赋予的权利,利用世贸组织的争端解决机制解决纠纷;另一方面政府要大力发展绿色产业,提高环保水平,参与国际标准的制定;企业要积极推广清洁生产,提高产品技术含量,取得相关的环保认证、环保标志.

Causes of Green Trade Barrier and Countermeasures

As a result of trade protectionism, some developed countries resorted to the problems of environmental protection, unreasonably high technical criteria and quarantine requirements and abused relevant treaties or rules to form the green trade barrier with the intention of blocking the way of market admittance for the commodities exported from developing countries. The action violated WTO regulations and affected the course of trade freedom especially damaged seriously the interests of developing countries. As a developing country, China must deal with the green trade barrier actively. China should make use of the rights endorsed by GATT/WTO to settle such issues through WTO as the mediator. On the other hand, Chinese government should develop rapidly the green production, make the environment more friendly and join the formulation of international standards, while the businesses should spread over the clean products with higher technical level and acquire the environment-friendly confirmation of quality certification.
