东北地区构建服务型政府的滞后性分析

近年来,构建服务型政府早已成为我国各地政府改革提出的目标和口号.但在每个目标实现的背后,肯定会有因地制宜的实际考虑和各地政府的相关支持.通过对比东北这个欠发达地区与国内其他发达地区在构建服务型政府方面的具体状况,并以东北地区的制度环境、激励机制、制约因素等为分析参照,解释了东北地区构建服务型政府滞后的症结所在,在此基础上,提出东北地区要突破构建服务型政府的瓶颈就必须要注重其自身的独特性与适用性.

Analysis of Lagged Governmental Function Transformation into Service-type in Northeast China

In recent years,to transform the governmental functions into service type has been becoming a political goal of reform even a commonplace,behind which the governments at different levels took different local conditions into account with relevant support given for each other.Comparing the actuality of the Northeast China with other developed regions in respect to the transformation mentioned above and analyzing the institutional circumstances,incentive mechanism and restriction factors,in the region it was found that the transformation in the region lagged behind other places.The root causes are therefore discussed with some suggestions given.As a conclusion,the local distinctiveness and appropriateness shall be emphasized so as to break through the bottleneck formed in transforming the governmental functions into service-type.
