东北老工业基地金融发展现状分析及政策建议

在经济落后地区实施供给导向型金融发展模式更能够发挥金融发展促进经济增长的功能,带动经济振兴.东北地区金融发展落后,表现在银行不良贷款比例高,金融生态环境不佳,金融深化程度低,银行业金融机构发展迟缓,直接融资所占总体融资比重偏低等方面.在这种现实面前,东北老工业基地尤其应确立金融的核心地位,实施供给导向型金融发展模式,以解决银行不良贷款问题为契机,着力改善金融生态环境,加强以银行为核心的金融机构体系建设,扩大长期建设资金来源渠道,以确保振兴战略的实施.

Analysis of Present Financial Situation in Northeast Old Industrial Base and Policy Suggestions

The supply-oriented financial development can play a more important role in the regions lagged behind the others on economic growth,such as the Northeast China where the old industrial base is urgently to be revitalized and the backward financial system shall be improved first.In the region the financial ecology is highly unsatisfactory,e.g.,undeveloped banking institutions,high ratio of NPL(non-performing loan) to aggregate amount of loans,lots of irregular financing activities and that the direct financing is low in total financing amount.Facing to such a present situation,we have to step up the effort to make sure that the financial improvement shall be taken as the core during revitalizing the old industrial base.It means that the financial development shall be transformed into the supply-oriented mode and that the NPL problem shall be solved well so as to improve greatly the financial ecology.And the development of banking institutions shall take banks as the core to extend financing channels for long-term construction.
