Essence of Renovation and Strategic Significance of Reconstructing Outdated Industrial Base in Developed Countries

Revitalizing the outdated industrial base in Northeast China, as one of the important missions resolved by the 16th Central Committee CPC to perform, is discussed from a historic viewpoint in reference to the socio-ecological changing process in developed countries. It is regarded as a historical inevitability because the outdated industrial bases of developed countries had been restructured unexceptionally for revitalization after they had completed their historical missions or, in other word, made successfully their important contributions to the industrialization of those countries. The analysis of their restructuring processes shows that the essence of renovation is just renovating the regional techno-economical mode of which the implementation forms are systematically explained. Focusing on the strategic significance of restructuring outdated industrial bases with those in developed countries exemplified and what it enlightens us to the same mission, a conclusion is reasoned out that the renovation and spreading its achievements over the whole region are the principal way to revitalize the outdated industrial base in Northeast China.
