科研伦理的意义与限度

要有效地规范科学技术的发展,使它符合人类的需要,有必要研讨科学研究活动中的伦理问题。在有关的伦理讨论中出现了两种主要的看法,即价值中立论与价值关联论。尽管价值中立论存在一些困难,科研活动要受到伦理规范的限制,但我们又要认识到伦理规范限制科研活动的局限性,这种局限性一方面表现在人们常常不能对具体的科学研究提出确定的伦理原则,另一方面表现在这些伦理原则对科学研究的影响缓慢而不直接。

Significance and Ethics of Sci-tech R&D and Its Limitation

To normalize effectively the sci-tech development so as to enable it to meet human demand,it is necessary to discuss the ethics of sci-tech R&D.In this respect there were mainly two viewpoints or theories,i.e.,value neutralization and value correlation.Although in the theory of value neutralization there are some problems to be solved further and the R&D activities are therefore restrained by the norm of ethics,the limitation of such a normalization of R&D activities should be cogitated.The limitation reveals that people are often unable to suggest definitely the ethical principles for concrete R&D projects and those ethical principles,if any,cannot get expected results in time and have no direct influence on R&D activities.
