贸易开放和政府财政支出规模——基于省际动态面板数据的实证研究

新增长理论兴起后，政府财政支出对经济增长的影响逐渐受到关注，因此研究政府财政支出规模扩大的原因也显得非常重要。利用省际动态面板数据以及广义矩方法对贸易开放与政府财政支出规模的关系进行了实证研究，研究发现贸易开放对我国政府财政支出规模存在先抑后扬的U型影响。这是因为在贸易开放度较低时，贸易开放会增加我国的地区竞争压力，迫使政府减少财政支出规模以保持竞争力；而当贸易开放达到一定程度后，贸易开放会增加一国的宏观经济风险，要求政府扩大财政支出规模以实行反周期宏观调控。
