区域公共管理“泛行政化”现象初探

目前政府主导的区域公共管理模式导致了"泛行政化"现象的出现,对我国区域公共管理的科学化进程造成了较大的影响,就目前的发展趋势来看,"去行政化"已成当务之急.因此,有必要对区域公共管理"泛行政化"现象的表现、产生的影响及其成因进行深入分析,着力采取转变执政理念并培养区域意识,转变政府职能并合理定位政府区域公共管理角色,扶持第三部门发展并创造主体有效参与区域公共管理的条件,健全相关法规体系并保证各主体有序参与区域公共管理,创新区域公共管理模式等一系列举措,防止"泛行政化"现象进一步扩散.
