西部大开发中的金融环境分析

指出西部大开发对 2 1世纪中国经济的发展有着深远的战略意义 :即从近期看 ,西部大开发是实行积极财政政策 ,扩大内需的一个组成部分 ;从长远看 ,西部大开发是实现地区间协调发展 ,实现可持续发展的需要。在分析了东部经济发展的成功经验和西部经济发展所面临的资金短缺现状及借鉴国外支持不发达地区发展的经验的基础上 ,从金融环境角度 ,提出了发展西部经济必须实行财政、金融政策倾斜的观点 ,实行差别化法定准备金制度 ,差别化利率政策 ,设立区域性金融机构 ,改善票据结算环境等对策

Analysis of Financial Environment in Developing Western Region of China

Western Region Development has a profound strategic significance for China's economic development in the 21 st century. In the near future, Western Region Development is a part of vigorous fiscal policy and expanding domestic demand; in the longrun, Western Region Development is the need of realizing inter regionally coordinated growth and achieving sustainable development. In the light of successful experience of eastern economic development, we should take full advantage of foreign capital to support the undeveloped region, because Western Region Development is facing a shortage of funds. In respect of financial environment, it is necessary to support developing Western Region economy with a fluxible fiscal policy and monetary policy, to carry out differential interest rate policy, to set up regional financial institutions, and to improve bills clearing environments.
