Describes why and how Sharkansky studied the political effects on the likelihood of success or failure of policy,as well as several political factors/means that affect the formulation,choice and performance of policy,and the way to analyze a policy and its limitation.Evaluating the academic significance of Sharkansky's study,his viewpoints enlighten us as to the problem of public policy making which is hard to resolve for long and attracting people's attention,i.e.,the connection between politics and policy analysis.It is revealed that all sorts of political factors which lead to the complexity of the process of policy formulation/implementation originate from the modern political system and the western politics that tends to integrate with the new institutional economics.
