我国水资源保护的法律制度及其完善

水资源是关系到人类生存与发展的重要自然资源。依法治水的重要前提是建立健全完善的水资源保护法律体系,当前亟须加强流域立法及水权制度建设。加强水行政执法力度,规范水资源利用行为,是依法治水的重要环节。重视水资源司法保护,有效惩治水资源违法犯罪行为,提高公众水资源参与意识,是实现水资源可持续发展的重要保证。

Research on Chinese Water Resource Protection

Water resource is very important for human beings survival and development.The premise of water-control by law is to establish a legal system for protecting water resources,thus it is necessary to enforce the establishment of the law for les basins of rivers and water rights system.The key step of water-control by law is to strengthen the force of administrated execution of the law and to regulate the usage of water resources.We have to pay attention to the judicial protection of water resources,to publish the criminals and to improve the public participation for water resources,which is an important guaranty to realize the sustainable development of water resources.
