| 摘 要： | 利用统计数据对国债投资的分析表明,以投向基础设施建设为主和以投资带动经济增长的积极财政政策应转到加大对技改、教育的投入和以投资与消费共同拉动经济增长的政策上来。

| Abstract: | Statistics to the investment analysis of national debt shows that the current policy which focuses on the infrastructure investment and the economical development through investment should switch to the policy which more investment should be put into technological transformation and education, and spur economic growth together with investment and consumption. |
