| 摘 要： | 科技期刊的出版发行必然和著作权相联系，能否妥善处理著作权问题，事关科技期刊能否健康发展。科技期刊面临的著作权问题，本质是著作权的使用问题，可以概括为三个基本关系，即科技期刊与作者之间的关系、科技期刊与科技论文转载者或摘编者之间的关系以及科技期刊与数据库等网络传播者之间的关系。科技期刊出版人应当审慎地处理好这些关系，以保障科技期刊的健康发展。

| Abstract: | The publishing and circulating of the sci - tech journal is necessarily relevant to copyright, appropriately handling the copyright problem is the key to the healthy development of the sci - tech journal. Copyright, essentially the fair use of copyright, can be summarized as the sci - tech journal and the author relation, the sci - tech journal and the transmitter or editor relation, the sci - teeh journal and network transmitter as database relation. The publisher should carefully deal with the relations and guarantee the healthy development of the sci - tech journal. |
