| 摘 要： | 农村土地承载的生存保障功能并不是农村社会保障本身。农地保障严重削弱了土地承包经营权的物权功能,阻碍了农村土地的合理流转,不利于农地经营效率的提高,还在一定程度上淡化了政府对农民的社会保障责任意识。同时,当前的土地产权制度又导致农民参与社会保障的物质基础甚为薄弱,村集体也无力提供社会保障的资金支持。农地产权制度的变革应积极的适应并参与农村社会保障制度的构建,为其提供资金积累,为其提供衔接的便利。

| Abstract: | The survival guarantee function of farmland is not equal to rural social security itself.The survival guarantee function of farmland seriously weakens the function of property right,blocks up the reasonable circulation of farmland,and hinders its operating efficiency.It also weakens the government＇s responsibility consciousness for the social security of farmers.At the same time,the current farmland property right system does not provide enough material bases for farmers to participate into social security,and the village collective cannot provide funds for their social security.The reform of farmland property right system should actively adapt itself to the construction of rural social security system and provide accumulation of funds. |
