论社会治理现代化

社会治理与社会管理在主体、手段、实质、内容等方面都存在差异。将"社会管理"提升为"社会治理",要求我们重新认识社会现代化的内涵,将社会治理现代化作为社会现代化的一项重要内容。社会治理现代化的内涵非常丰富,主要表现在社会治理主体、手段、过程、基础与路径等各个方面:一是要理顺政府、市场、社会三域的关系,基本实现国家治理主体的现代化;二是要综合运用法、理、情的积极功能,基本实现国家治理手段的现代化;三是要正确处理利益关系,化解社会矛盾,基本实现国家治理过程的现代化;四是要发挥科技与信息化作用,基本实现国家治理基础的现代化;五是要统筹治理创新与体制改革,基本实现国家治理路径的现代化。

On the Modernization of Social Harnessing

Social harnessing and social management are different in subjects, means, substance and content. It is argued that the contents of social modernization should be re -recognized in order to enhance ＂social management＂ to ＂social harnessing＂, the latter being an impor- tant part of social modernization. This paper explores the issues regarding the modernization of social harnessing, such as the relationship between the government, market and so- ciety, the utilization of law, persuasion and emotions in achieving national harnessing modernization, the solution to social problems, the adoption of science and IT technologies, the innovation of harnessing, and the reform of institutions.
