立急管理：对地方政府和民众公共事件信息信任危机的审析

网络信息时代下的危机应急处置是公共事件信息信任危机要应对的一个新课题。处于信息互动双方的地方政府和民众在公共事件信息互动上的信任不足，会衍生出次生危机，影响到目前全社会的信任建立，故应和公共事件一起，作为危机加以治理。公共事件官民双方的信息互动本质上是一种博弈的过程，信任危机的产生源于官民双方在信息的发布与接受上背离了良性互动的契合点。利用均衡对等性原理的进一步分析可知，当事各方的信任来自价值（特别是非价值意义上）的“对等”，而对等又产生于平衡的体系中。一旦对等丧失，平衡就会遭到破坏，信任就会失去，但各方都有修复信任体系的愿望和可能。因此，要治理公共事件官民信息互动信任危机，须以“将心换心”式的对等为伦理方向，以区分不同主体的责任为策略，以纠正当下有碍对等信任伦理努力的不当行为为途径，通过官民分治和共同配合，达到地方政府和民众重归公共事件信息良性互动的契合点进而重建信任之目的．

Emergency Governance: An Analysis of Trust Crisis between Local Governments and the General Public Over Public Event Information

Emergency handling of the crisis over public events is a new and urgent issue in the dot-corn era of Interact communication in terms of confidence or trust crisis over public event information. The lack of trust in public event information communication between the two polars, say, local governments and the general public, if not handled openly, can lead to a new derivative crisis, which will subsequently bring a negative influence to the establishing of the trust of the whole society. Therefore, it shall be considered as a crisis to deal with when handling public events. The trust crisis is generated from the mutual-distrust. Thw equilibrium theory shows that the trust results from the ＂equality＂ of value （especially of non-value） and rises in a balanced system. Without equality, balance will be ruined and then trust will disappear. However, both parties desire to rebuild the trust system, which is possible. Therefore, in order to solve this crisis, both governmenls and people should understand each other and be aware of their own responsibilities so as to avoid improper behaviors. With their concerted efforts, the local governments and the general public can rebuild their mutual trust.
