浅析我国公共决策中公民参与的适度性

当代民主政治潮流下,公民参与在公共决策中具有重要地位,已成为衡量一个国家民主政治发展水平的重要指标。事实决策中,匮乏的公民参与和过度的公民参与都是不可取的,因此,公共决策中公民参与适度性应成为公民参与研究的一个重要问题。本文以不适度的公民参与可能产生的问题作为逻辑起点,在分析公民参与程度的决定因素的基础上,依据公共决策的不同性质,确定公民参与的程度。
