我国城市贫困群体的"文化性"贫困探微

贫困成因分析主要有两个理论取向:结构解释和文化解释.我国城市贫困群体产生的主要原因,在于发展过程中的结构转型导致的"结构性"贫困.当贫困的状况长期得不到改善,并呈现长期化与固定化的趋势时,单纯的结构视角已无法拯救贫困,需要文化解释的介入.当前,城市"文化性"贫困从贫困群体的精神特征、社会交往状况和子女的受教育状况三个方面凸现.因此,政府的反贫困政策不仅要消除"结构性"贫困,更应该着手"文化性"贫困的疗治.

A Probe into "Cultural "Poverty among the City's Impoverised Groups in China

In analysing the causes of poverty there are two aspects of theoretical orientation : structural interpretation and cultural interpretation.The major cause for the appearance of the city's impoverished groups is the "structural"poverty brought about by the transformation of structure in the process of development.Currently,"cultural"poverty has also appeared cleary in the impoverished grorps'spiritual characteristics,social intercommunication and children education.Therefore,the government's anti-poverty policy should aim at eliminating both "structural "and "cultural"poverty.
