| 摘 要： | 公共决策是一个选择的过程,是为了实现公众目标而做出的选择,代表了公众或是绝大多数民众的合法利益.公共决策者代表公众行使决策的权利,但决策者是具有主观意识的人,他们是政策的制定者,亦是政策所指向的对象之一;这两者的利益不是永远等同的,因此代表着利益分配的决策便有其较为深刻的伦理前提.民众的合法权益是他们最终的衡量标准.决策者的伦理缺失将不可避免造成公共决策的失误.

| Abstract: | An error in public policy decision not only brings losses to the public,but also damages the image of public departments among the public.More importantly,it may produce negative effects on economic development and beneficial social operation.Therefore,it is necessary to analyse the cause of an error in public policy decision from the perspective of public ethics.This article believes that the defect of public policy makers' public ethics leads inevitably to an error in public policy decision. |
