| 摘 要： | 良好吏治为历代贤德统治者孜孜以求,但即便政治清明时期也难以禁绝腐败现象。清代康熙朝弹劾噶礼案就是作为监察官员的御史对为官不端官僚进行弹劾的典型案例,然三名御史先后两次严正弹劾都以失败告终,究其实质在于圣祖掌控对案件性质的衡量权和对案件处理的最终决定权,完全凭"圣意"予以裁夺。

| Abstract: | From ancient times,every wise emperor went in for good governance.Nevertheless,corruption still appeared even if the politics was clear and bright. During the reign of Qing Emperor Kangxi,the impeachment case for Gali's unrighteousness is a typical case,but three supervisory officials had failed twice.The essential cause is for that the emperor had the judge right and made the final decision.That is to say,the decision was entirely based on the emperor 's thoughts. |
