强化政府公共职能 建立健全住房保障制度

建立健全低收入家庭住房保障制度,切实解决其住房困难,与养老、医疗、失业、工伤、生育保险等社会保障制度一样,是政府公共政策的重要内容。我国政府多年来非常关注低收入家庭的住房问题,为解决低收入家庭住房问题制定了一系列政策,并采取各种措施保障政策的落实。但是,土地供应不足、建设资金短缺、准入退出机制的不健全等问题制约了现行住房保障制度的有效实施。因此,各级政府履行政府公共职能是建立健全住房保障制度,实现好、维护好、发展好最广大人民群众根本利益的迫切需要。

Strengthen the Functions of the Government's Public Function and Establish the Housing Security System

Establish and improve housing security system for low-income families solve their housing difficulties,and old-age pension,medical,unemployment,work injury,maternity insurance,the social security system,is an important aspect of public policies.Over the years our government is very concerned about the housing problems of low-income families,in order to solve the housing problem for low-income families to develop a series of policies and take measures to ensure the implementation of the policy.However,the inadequate supply of land,construction,shortage of funds,lack of access to the mechanism of sound issues such as constraints of the existing housing security system effectively implemented.Therefore,at this stage how the Government at all levels to fulfill the functions of the government's public housing is to create a sound security system,achieve,maintain,and develop the fundamental interests of broad masses of the people's urgent needs.
