我国电子政务发展中存在的问题及对策研究

我国电子政务基础信息建设已经落后于先进信息技术国家,发展电子政务的任务十分紧迫;在发展电子政务的认识上和观念上还存在着不少的误区;电子政务的发展缺乏统一规划,也没有相应的组织机构,立法滞后;电子政务的内容亟需充实。发展和完善我国电子政务的对策:要高度重视发达国家电子政务的发展趋势,借鉴其经验教训,为我所用,发挥后发优势;尽快出台电子政务发展的整体规划和统一的技术标准,整合现有信息资源,避免各自为政和重复建设,这是电子政务发展的必要前提;健全电子政务信息安全保护体系,完善法律制度,为电子政务的发展扫除障碍;加快各级政府部门的电子政务培训,提高办公自动化水平,推进电子政务的发展。

A Reaserch to Problems of Chinese Electronic Government and corresponding Measures

The basic information construction of Chinese Electronic Government has reduced behind developed countries with information and technology,so Electronic Government development is extremely urgent;There are still some misunderstandings on the recognition and notion of Electronic Government development;It is lack of centralized plans and has no corresponding organization,moreover,the legislation is stagnant;The content needs to be enriched.Measures should be taken to develop and perfect Chinese Electronic dovernment: To pay high attention to the trend of that of developed countries,draw lessons from their experience and failures,then use them and give full play to advantages as the latter;To issue a comprehensive plan and a centralized technical super-standard,reorgnize available information resources,and avoid respective plans and blind rebuildings,which are indispensive prerequistites of Electronic Government Development;To perfect its information security and protection system and legal institution to remove obstacles for its development;To speed up Electronic Government training of all ranks of government,promote automatic official business to push on Electronic Government development.
