| 摘 要： | 《国家中长期教育改革和发展规划纲要》(以下简称《教育规划纲要》)对我国今后十年的教育工作提出了全面规划和努力方向,对高等教育的发展任务,明确定位在以全面提高质量为重点,优化高校结构,办出特色。通过对高校现状的研究与分析,提出了具体对策:全面提升教师的师德层次是实施《教育规划纲要》的前提保证;切实增强广大教师的教育教学理念和教学能力,是实施《教育规划纲要》的关键和核心;地方政府、教育行政部门是引领实施《教育规划纲要》的政策保障;建立现代学校制度,实现现代学校治理,是实施《教育规划纲要》的体制保障。

| Abstract: | Outline of China＇s National Plan for Medium and Long-Term Education Reform and Development（hereinafter referred to as National Education Plan） offer an overall plan and direction for Chinese education in the next decade.Centering on improving the quality comprehensively,the higher education should optimize the structure of universities and develop the educational advantages.After researching and analyzing on the current status of universities,the author proposed that in order to implement the National Education Plan,improving the quality of teachers should be the premise;enhancing the teaching concept and ability should be the key;local government and educational administration department should be the policy safeguards;and modern university system and governance should be the institutional guarantees. |
