西方国家如美国、英国、德国等早有城市用地规划制度,经过几十甚至上百年的发展,已趋于成熟。而我国的城市土地储备制度建立是最近几年新土地管理法实施后。目前,在城市建设用地管理体制和城市土地市场运作模式的重大改革方面,还处于探索阶段。
