关于重庆市教育投入保障机制优化的思考

直辖以来,重庆教育的发展取得了辉煌的成绩。但要实现建立长江上游教育中心和西部教育高地的目标,重庆教育事业还任重道远。教育的发展,离不开政府及社会各界的大力支持。就目前而言,如何建立以政府投入为主导、社会各界积极参与的教育投入保障机制,这是重庆教育发展必须面对的现实问题。应从教育投入多元化、政府间教育转移支付、教育投入分配机制等方面对重庆市教育投入保障机制优化问题进行探讨。

Thinking on education investment guarantee mechanism optimization of Chongqing

Education development of Chongqing has made great progress since Chongqing became the municipality directly under the central government.However,Chongqing's education development has a long way to go if Chongqing wants to build Chongqing as education center at upper reaches of Yangtze River and education highland.Education development needs the support of governments and all fields.According to current situation,Chongqing's education development must face the problem about how to establish education guarantee mechanism by taking government investment as the leading role and by social participation.This paper discusses Chongqing education investment guarantee mechanism optimization in the aspects of multiplicity education investment,education transfer payment between governments and education investment distribution mechanism.
