高校职务犯罪研究

近些年来,高等院校不断爆发腐败案件,高校职务犯罪问题成为最令人关注的问题之一。高校一些干部利用职务之便,在大宗设备、物资、药品采购、基础设施建设和维修、招生、财务管理等过程中贪污受贿、挪用公款、私分国有资产等等,在全社会造成恶劣影响。从当前高校职务犯罪的现状入手,从惩治和预防高校职务犯罪的现实需要出发,对高校层出不穷的职务犯罪原因进行深入的思考。并以此为依据,从六个方面通过对收集的近百份高校典型案例进行调查分析,立足于我国高校的具体实际,探讨建立惩治和预防高校职务犯罪长效机制的必要性,并提出切实可行的惩防长效机制。

On Duty Crine in Higher Educations

Duty crime is popular in the world and especially in higher education system and in higher learning institutions in recent years.A lot of leaders and Party members take advantage of their duty to corrupt,misappropriate public funds,take public assets away,which has negative influence in China.Starting from demand of punishment and prevention of duty crime in higher learning institutions,this paper discusses the reasons for increasing duty crime in higher learning institutions,which is "the malignant tumor"and should be solved for rapid development of higher education.Based on this,this paper discusses duty crime which is easily and usually happened in some sections of higher learning institutions.
