论西方"替代国制度"的本质及危害

近年来,在国际经济领域,中国对外出口商品在国际市场上遭受反倾销诉讼有增无减,呈上升势头.一个重要原因是西方发达国家将中国认定为"非市场经济体"国家,随意使用"替代国制度",频频发起对中国的反倾销,使中国企业蒙受重大损失.西方国家针对"非市场经济体"的出口商品计价实行的所谓替代国计价法,往往在替代国的选择上随意或恶意选择经济发展水平较高的市场经济国家,甚至用发达国家来做所谓的"替代国",将中国具有比较优势产品的真实低成本人为认定为虚拟的高成本,从而将反倾销设定到出口企业无法承担的程度,使中国企业失去正常的国际市场机会.

On the essence and danger of "substitute country system" of western countries

In recent years in international economic field,Chinese commodity faces more and more anti-dumping lawsuit.One important reason is that western countries think that China is a country "without market economy" and use "substitute country system" and make anti-dumping lawsuit on Chinese products,which makes Chinese enterprises suffer great losses.Western countries use substitute pricing method for the products from a country without market economy and their reason is that "substitute country" is similar to "no market economy country" in anti-dumping in order to look like fair trade.Practically,in many anti-dumping cases,they choose developed countries as so-called "substitute countries" and regard products which have comparative advantage of China as intangible high-cost and set anti-dumping level on the level which China can not bear and make Chinese products lose proper international market opportunity.
