| 摘 要： | 通过对我国制度安排的分析,可以发现许多可能影响财政政策效果的旧有制度,在向新制度变迁时,必然会导致政府财政政策传导机制的梗塞,甚至出现政策的作用机制发挥失灵.当前实施的稳健财政政策,要达到良好的效果,必须从有关影响政策效应的制度安排上进行与之相适应的改革,同时在政策手段上多运用税收调节手段.

| Abstract: | Analysis of China's system arrangement indicates that the block of governmental financial policy mechanism happens when old system which influences financial policy efficiency changes into new system. Good efficiency of current stable financial policy can be acquired if system arrangement which influences financial policy is reformed and if taxation adjustment method is used. |
