边疆民族地区高质量发展的内涵、困境及实现路径

党的十九届五中全会将经济增长目标转向高质量发展。作为我国领土的重要组成部分，边疆民族地区更是我国实现高质量发展不可缺少的一环。边疆民族地区具有特殊属性，实现边疆民族地区高质量发展，进而保障“十四五规划”的顺利实施，是国家治理始终贯穿的命题，也是推进国家治理现代化的重要基础。当今世界正处于百年未有之大变局中，中华民族在伟大复兴的关键时期，如何更好地实现边疆民族地区高质量发展？本文回归理论和逻辑的起点，结合边疆民族地区实际情况，并加以分析，提出实现路径，以期进一步推进我国边疆治理体系和治理能力的现代化进程。

Connotations and Dilemmas of the High quality Development in the Ethnic Minority Borderland of China and Possible Solution Approaches

The Fifth Plenary Session of the 19th CPC Central Committee has the goal of economic growth shifted to high-quality development. As an important part of China''s territory, the ethnic minority borderland is an indispensable part of China''s high-quality development. The ethnic minority borderland of China has special attributes. To achieve its high-quality development and to ensure its smooth implementation of the 14th Five-Year Plan is a consistent policy of our national governance and an important basis for promoting the modernization of our national governance. The world today is undergoing profound changes unseen in a century, and the great rejuvenation of the Chinese nation is at a crucial stage. Thus, it is worthwhile to find the proper approaches to the high-quality development in the ethnic minority borderland of China. This paper adopts the regression theory and the theory of logic, and absorbs the experience and enlightenment from the actual situations in the ethnic minority borderland of China for promoting the modernization of China''s border governance system and governance capacity.
