| 摘 要： | 在应对全球气候变暖问题上,国际社会进行的诸多努力中,最卓有成效的当属《联合国气候变化框架公约》及其《京都议定书》。选取京都三机制中,与发展中国家直接有关的清洁发展机制（CDM）作为讨论对象,以当前该机制在中国井喷式发展的现状为背景,从法律的角度分析风险的成因及应对之策,能对这一国际环境法律新制度进行较好的把握。

| Abstract: | The UNFCCC and its Kyoto Protocol are the most effective efforts among others for the international community to combat climate change.As it is the most relevant for most of the developing countries among those three Kyoto Protocol mechanisms,the Clean Development Mechanism（CDM） is disccussed under the backdrop of the blowout development of China＇s CDM projects,attempting to reveal the risks in the booming,analyze the causes of the risks and advance counter-measures,in order to have a better grasp for this new mechanism of the international environmental law. |
