扎实推进江苏生态文明新体系建设

根据党的十八大报告中对生态文明建设提出的新要求,江苏省委第十二届四中全会提出“建设资源节约、环境友好的生态文明新体系”,这既是对生态文明建设的内容拓展,也是对生态文明体系的优化.生态文明建设应由五个方面有机组成：生态格局、生态文化、生态经济、生态环境和生态文明制度.在生态文明建设进程中,应重点加强规划引领、分类考核、政策导向、依法行政和群众参与五个方面的工作.

On the Development of Jiangsu Ecological Civilization

In line with the new demands on developing ecological civilization in the ＂Report to the 18th CPC National Congress＂, Jiangsu Provincial Party Committee put forward the proposal of ＂developing a new system for an energy-efficient and environmentally-friendly ecological civilization＂ in its Fourth Plenary Session of the 12th Central Committee. This means not only an expansion of the development of ecological civilization, but also an optimization of the ecological civilization. The development of ecological civilization is composed of five parts： pattern, culture, economy, environ ment and system. It should focus on five aspects： orientation, legal administration and participation planning and guiding, classified evaluation, policy of the public.
