论我国城乡二元化社会保障制度的改革

我国在特定历史条件下形成的城乡二元化社会保障制度一方面为农民提供了最基本的生活保障、促进了工业的快速发展,但是另一方面它不符合我国宪法的规定,是对农民的不公平,扩大了城乡之间业已存在的差距,也不利于城乡统筹发展。因此,必须加以改革,建立和完善相应的农村社会保障体系,缩小城乡社会保障的差距,为统筹城乡社会保障、加快农村全面小康和现代化建设打下基础。

Reform of the Urban-rural Dual Social Security System

The urban-rural dual social security system,which was formed under a special background of China,provides the most basic security for farmers and boosts the industrial development.On the other hand,the system conflicts with The Constitution of the People's Republic of China,and is unfair to farmers as it enlarges the gap between cities and rural areas and thus hinders the coordinate development of both rural and urban areas.Therefore,reform must be carried out to build and perfect the rural social security system and reduce the gap between urban and rural areas so as to lay the foundation for coordinating social security between urban and rural areas,and accelerating the construction of a well-off countryside and modernization.
