农村家庭承包制的评价与展望

农村家庭承包制在其实施的30年中产生了巨大的制度绩效，引发了土地制度、经营管理制度、用工制度和分配制度等方面的变革。随着我国社会主义市场经济体制的构建和现代化进程的加快，家庭承包制的缺陷也日益显露，在一定程度上阻碍了农村生产力的发展。农村家庭承包制完善与创新的基本思路是：在家庭承包制的基础上实现土地的适度规模经营；建立因地制宜的土地经营权的流转机制；构建农业社会化服务体系。

Evaluation and Prospects for the Household Contract Responsibility System

The 30 years＇ implementation of household contract responsibility system has led to tremendous systemic results--changes in land system, operation and management system, employment system and distribution system. But as modernization and constructing of socialist market economy is accelerating, the shortcomings of household contract responsibility system are exposed and become obstacles to rural develop- ment to a degree. So this system should be improved and innovated as follows： proper scale operation should be allowed on the base of household contract responsibility system, circulating mechanism of land operation right be establish according to local reality, and an agricultural social service system be set up.
